Winter 2004 Arms Reduction and Intelligence Cooperation: This article recounts the history of
arms reduction and intelligence cooperation and emphasizes the threat of weapons
of mass destruction. The reader is reminded that already in January 1992, the
member states of the United Nations Security Council declared that the spread of
weapons of mass destruction (WMD) constituted a “threat to international peace
and security.” The article concludes that the danger of the proliferation of WMD
and missile technology is real and imminent. |
